Elle comprend une superficie terrestre de 226 km\u00b2 et une zone marine de 12,2 km\u00b2 le long de la mer Adriatique. Connue pour sa beaut\u00e9 naturelle et son patrimoine culturel, Neum est une destination touristique en pleine croissance et compte un peu plus de 4 600 habitants (recensement de 2013). Le d\u00e9veloppement de la ville est principalement concentr\u00e9 le long de l\u2019\u00e9troite bande c\u00f4ti\u00e8re.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Neum fait face \u00e0 plusieurs pressions environnementales et de d\u00e9veloppement:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Faible couverture en zones prot\u00e9g\u00e9es malgr\u00e9 des habitats naturels pr\u00e9cieux tels que la v\u00e9g\u00e9tation de type \u00ab maquis \u00bb sur la p\u00e9ninsule de Klek<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Pressions touristiques, y compris les constructions ill\u00e9gales et la d\u00e9gradation des paysages<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Risques de pollution dans la baie semi-ferm\u00e9e de Neum-Klek, avec un suivi limit\u00e9<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Infrastructures limit\u00e9es pour les d\u00e9chets et l\u2019eau, y compris des fosses septiques non \u00e9tanches et des eaux pluviales non g\u00e9r\u00e9es<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Potentiel aquacole sous-exploit\u00e9 et petites p\u00eacheries confront\u00e9es \u00e0 des contraintes environnementales<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Manque de donn\u00e9es environnementales et faibles cadres institutionnels pour une gestion int\u00e9gr\u00e9e<\/span><\/li>\r\n<\/ul>\r\n<h2>\u00a0<\/h2>\r\n<h2>Principaux objectifs<\/h2>\r\n<p><span style=\"font-weight: 400;\">Le PAC B&amp;H visait \u00e0:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mettre en place des m\u00e9canismes pour un d\u00e9veloppement c\u00f4tier durable<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Soutenir la ratification et la mise en \u0153uvre du Protocole GIZC par la Bosnie-Herz\u00e9govine<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Promouvoir une planification int\u00e9gr\u00e9e et participative<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Renforcer les capacit\u00e9s institutionnelles \u00e0 tous les niveaux de gouvernance<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Sensibiliser le public \u00e0 la fragilit\u00e9 des \u00e9cosyst\u00e8mes c\u00f4tiers<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Transf\u00e9rer les outils et connaissances de la GIZC aux parties prenantes nationales<\/span><\/li>\r\n<\/ul>\r\n<h2>\u00a0<\/h2>\r\n<h2>R\u00e9sultats cl\u00e9s<\/h2>\r\n<p><span style=\"font-weight: 400;\">Le projet comprenait des composantes horizontales (transversales) et sp\u00e9cifiques au site. Le Plan c\u00f4tier constitue le principal livrable, comprenant des propositions ou solutions pour:<\/span><\/p>\r\n<ul>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Les m\u00e9canismes institutionnels pour la GIZC<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">La protection des habitats marins et des zones naturelles<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Le suivi de l\u2019environnement marin et c\u00f4tier<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Un plan national d\u2019urgence contre la pollution marine<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">La promotion d\u2019un tourisme durable entre le littoral et l\u2019arri\u00e8re-pays<\/span><\/li>\r\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Une strat\u00e9gie d\u2019adaptation au changement climatique<\/span><\/li>\r\n<\/ul>\r\n<p><span style=\"font-weight: 400;\">Le PAC B&amp;H a contribu\u00e9 \u00e0 renforcer la coop\u00e9ration entre les niveaux local, cantonal, f\u00e9d\u00e9ral et national. Il a jet\u00e9 les bases de la planification c\u00f4ti\u00e8re int\u00e9gr\u00e9e et renforc\u00e9 l\u2019engagement de la Bosnie-Herz\u00e9govine envers les accords internationaux, notamment la Convention de Barcelone, le Protocole GIZC et les Objectifs de d\u00e9veloppement durable des Nations Unies.
