{"id":8241,"date":"2026-03-31T07:28:11","date_gmt":"2026-03-31T07:28:11","guid":{"rendered":"https:\/\/staging.paprac.org\/projects\/turkey\/"},"modified":"2026-06-02T14:28:54","modified_gmt":"2026-06-02T14:28:54","slug":"turkey","status":"publish","type":"project","link":"https:\/\/staging.paprac.org\/fr\/projets\/turkey\/","title":{"rendered":"T\u00fcrkiye"},"content":{"rendered":"<h2>Vue d\u2019ensemble du projet<\/h2>\n<p><span style=\"font-weight: 400;\">Le projet PAC T\u00fcrkiye \u2013 La baie d\u2019\u0130zmir a \u00e9t\u00e9 l\u2019un des premiers Programmes d\u2019am\u00e9nagement c\u00f4tier (PAC) mis en \u0153uvre dans le cadre du Plan d\u2019action pour la M\u00e9diterran\u00e9e (PAM) de la Convention de Barcelone. Il a \u00e9t\u00e9 r\u00e9alis\u00e9 dans le cadre d\u2019un accord de coop\u00e9ration entre le Gouvernement de T\u00fcrkiye et le PNUE\/PAM.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Le projet s\u2019est concentr\u00e9 sur la zone c\u00f4ti\u00e8re m\u00e9tropolitaine d\u2019\u0130zmir, qui connaissait depuis les ann\u00e9es 1960 une urbanisation, une industrialisation et une croissance d\u00e9mographique rapides. Ces processus ont entra\u00een\u00e9 une importante d\u00e9gradation environnementale, notamment par la pollution marine, la perte de ressources naturelles et une pression croissante sur les syst\u00e8mes terrestres et hydriques.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Le PAC visait \u00e0 introduire et appliquer les principes de gestion int\u00e9gr\u00e9e des zones c\u00f4ti\u00e8res et marines (GIZCM) dans la r\u00e9gion d\u2019\u0130zmir. Un \u00e9l\u00e9ment central du projet \u00e9tait la pr\u00e9paration d\u2019une \u00c9tude de gestion int\u00e9gr\u00e9e (IMS), fournissant une \u00e9valuation compl\u00e8te des conditions environnementales, socio-\u00e9conomiques et institutionnelles de la r\u00e9gion d\u2019\u0130zmir et proposant un cadre pour un d\u00e9veloppement c\u00f4tier durable.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2>Objectifs principaux<\/h2>\n<p><span style=\"font-weight: 400;\">Le PAC T\u00fcrkiye \u2013 La baie d\u2019\u0130zmir \u00e9tait ax\u00e9 sur l\u2019am\u00e9lioration de la gouvernance et de la gestion c\u00f4ti\u00e8res \u00e0 travers les objectifs suivants :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">introduire et tester des approches de GIZCM dans la zone c\u00f4ti\u00e8re d\u2019\u0130zmir ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">analyser les interactions entre les processus de d\u00e9veloppement et la d\u00e9gradation environnementale ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">fournir un profil environnemental complet de la zone m\u00e9tropolitaine d\u2019\u0130zmir ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">d\u00e9finir des recommandations politiques pour l\u2019utilisation durable des ressources c\u00f4ti\u00e8res et marines ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">soutenir la pr\u00e9paration d\u2019un Plan directeur int\u00e9gr\u00e9 c\u00f4tier (ICMP) ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">renforcer la coordination institutionnelle et les structures de gestion ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">d\u00e9velopper les capacit\u00e9s locales gr\u00e2ce \u00e0 des formations et un soutien m\u00e9thodologique.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2>Principaux r\u00e9sultats<\/h2>\n<p><span style=\"font-weight: 400;\">Le PAC T\u00fcrkiye a produit une s\u00e9rie de r\u00e9sultats analytiques, strat\u00e9giques et m\u00e9thodologiques, dont plusieurs \u00e9taient pionniers dans le cadre du PAM.<\/span><\/p>\n<p><b>\u00c9tude de gestion int\u00e9gr\u00e9e (IMS)<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0Pr\u00e9paration d\u2019une \u00e9tude de gestion int\u00e9gr\u00e9e compl\u00e8te pour la r\u00e9gion d\u2019\u0130zmir (1991\u20131993)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Analyse des ressources naturelles, de l\u2019utilisation des sols, du d\u00e9veloppement socio-\u00e9conomique et des conditions environnementales, ainsi qu\u2019identification des principaux probl\u00e8mes environnementaux<\/span><\/li>\n<\/ul>\n<p><b>\u00c9valuation environnementale et du d\u00e9veloppement<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00c9valuation d\u00e9taill\u00e9e des interactions entre d\u00e9veloppement et environnement<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Identification des principales pressions telles que la pollution industrielle, les rejets d\u2019eaux us\u00e9es et les conflits d\u2019usage des sols<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00c9valuation de sc\u00e9narios futurs de d\u00e9veloppement<\/span><\/li>\n<\/ul>\n<p><b>Cadre politique et
