Project overview

This project facilitates the implementation of the Integrated Coastal Zone Management (ICZM) Protocol, ratified by Israel in 2014. Spanning the entire Mediterranean coastline – from Hof Ashkelon to Matte Asher – it engages 21 coastal authorities with diverse demographic and governance structures.

CAMP Israel translates ICZM principles into actionable tools and operational mechanisms for coastal and marine management. By strengthening institutional capacity and fostering stakeholder coordination, the project addresses critical challenges, including climate change, urban pressure, and environmental conservation. Building on previous CAMP experiences across the Mediterranean, the project also integrates new approaches such as marine spatial planning (MSP) and land–sea interactions to create a forward-looking coastal management framework.

Key objectives

  • strengthen the capacity of coastal authorities to implement ICZM principles
  • develop practical tools for climate change adaptation, sustainable coastal tourism, and coastal infrastructure
  • establish an integrated governance mechanism for coastal stakeholders
  • promote coordination between national, regional, and local institutions
  • support participatory processes involving local communities and stakeholders
  • enhance dissemination of knowledge, tools, and best practices

Main results

  • delivered ICZM capacity-building programme for coastal authorities and professionals
  • developed a comprehensive and inclusive ICZM guide tailored for coastal authorities
  • produced baseline assessment and mapping for coastal land cover change (IMAP CCI25 indicator)
  • created toolkits aligned with ICZM principles to facilitate adaptation to climate change, promote coastal tourism, and foster sustainable coastal facilities
  • strengthened stakeholder engagement and increased awareness of ICZM principles through workshops, training sessions and participatory processes
