GEF MedProgramme

The GEF MedProgramme is a multi-focal, multi-country initiative supporting Mediterranean countries in addressing major environmental challenges related to coastal degradation, pollution, biodiversity loss, and climate change. Within this framework, Child Project 2.1 (CP 2.1) and the SCCF (Special Climate Change Fund) project focus specifically on strengthening Integrated Coastal Zone Management (ICZM), Marine Spatial Planning (MSP) and climate change adaptation in coastal areas.
Child Project 2.1 aims to support Mediterranean countries in implementing ICZM in line with the Barcelona Convention, promoting sustainable coastal development and improved governance of land–sea interactions. It builds on previous CAMP experiences and advances regional cooperation, planning tools, and policy integration. The project has an overall GEF grant of USD 7,000,000, of which 1,800,000 is allocated to PAP/RAC activities. The project is implemented in the following countries: Albania, Algeria, Bosnia and Herzegovina, Lebanon, Libya, Montenegro, Morocco, and Tunisia.
The SCCF project complements CP 2.1 by focusing on climate adaptation in coastal zones. It supports countries in identifying and implementing adaptation measures, enhancing resilience to climate risks such as sea-level rise, coastal erosion, flooding, and ecosystem degradation. The project is implemented in Albania, Algeria, Libya, Montenegro, Morocco, and Tunisia.
Together, the two projects contribute to strengthening coastal governance, improving ecosystem resilience, and integrating climate considerations into planning and decision-making processes.

Key objectives

The GEF MedProgramme CP 2.1 and SCCF project aim to:

  • support the implementation of ICZM across Mediterranean coastal areas
  • strengthen governance frameworks and institutional coordination for coastal management
  • integrate climate change adaptation into coastal planning and policies
  • enhance resilience of coastal ecosystems and communities to climate impacts
  • develop and apply tools, methodologies, and data systems for informed decision-making
  • promote regional cooperation and knowledge exchange among Mediterranean countries
  • build the capacities of national and local authorities and stakeholders

 

Main results

Strengthening ICZM and MSP implementation

  • Support for national ICZM strategies in Lebanon and coastal plans in Morocco and Montenegro
  • Advancement of Marine Spatial Planning processes and integration of land–sea interactions into planning frameworks

Climate change adaptation in coastal areas

  • Identification and prioritisation of climate adaptation measures, promotion of nature-based solutions, and ecosystem-based adaptation approaches
  • Development of adaptation strategies addressing coastal risks (erosion, flooding, sea-level rise) integrated into coastal plans and strategies

Tools, methodologies, and knowledge products

  • Development of ICZM and MSP methodological guidance and tools
  • Preparation of Guidelines for Coastal Planning following the 5-step ICZM planning process
  • Technical studies, assessments, and policy recommendations

Pilot actions and demonstration activities

  • Implementation of pilot projects in selected Mediterranean coastal areas in Tunisia, Algeria, Montenegro, Lebanon, and Morocco
  • Testing of innovative approaches for integrated coastal management and adaptation, demonstration of transferable solutions for sustainable coastal development

Capacity building and stakeholder engagement

    • Training activities for national and local authorities, workshops, and stakeholder consultations supporting participatory planning
  • Strengthening of science-policy interfaces and cross-sectoral collaboration, and Coast Day celebrations

Regional cooperation and policy support

  • Facilitation of the exchange of experiences and best practices across countries and contribution to regional policy frameworks under the Barcelona Convention
  • Support to harmonisation of approaches to ICZM, MSP, and climate adaptation

 

Role of PAP/RAC

Coordination of the 3-pillar ICZM activities: preparation of a regional coastal plan of the region Tangier-Tetouan-Al Hoceima (SRL TTA) in Morocco, preparation of a coastal management plan for Boka Kotorska Bay in Montenegro, and an update of the national ICZM strategy in Lebanon.

The projects involve a wide range of partners at regional, national, and local levels, including:

    • Mediterranean coastal countries, with a particular accent on activities in Morocco, Tunisia, Lebanon, Montenegro, and Algeria
    • national ministries and public authorities, regional and local institutions
    • international organisations within the UNEP/MAP system (Plan Bleu/RAC) and beyond (GWP-Med and UNESCO-IHP)
  • research institutions and technical experts
