SMAP III

SMAP III supported the integration of environment and development across the Mediterranean by strengthening the policy and institutional frameworks needed for sustainable coastal management. With a strong focus on Integrated Coastal Zone Management (ICZM), the project worked to improve the enabling environment in participating countries, while reinforcing cooperation between regional and international partners.

Through a coordinated approach involving UNEP/MAP components and the World Bank, the project contributed to more effective allocation of resources and more sustainable implementation of ICZM-related actions.

Geographic scope

Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian Authority (West Bank and Gaza), Syria, Tunisia, Turkey and the European Union

 

Key objectives

  • strengthen policy, institutional and legislative frameworks for ICZM 
  • raise awareness on the value and state of coastal areas 
  • support the improvement of the enabling environment for environment and development integration 
  • enhance cooperation between EU/SMAP, UNEP/MAP and the World Bank

 

Main results

The project contributed to advancing ICZM across the region through a structured and phased approach:

  • ICZM policy briefs were prepared to support national-level decision-making 
  • capacity-building and awareness-raising activities were carried out across participating countries 
  • national policy frameworks were supported and progressively strengthened 
  • synergies were created with other ICZM initiatives through coordinated activities, workshops and joint campaigns 

The ICZM component was implemented through three main stages: initiation and policy brief preparation, capacity building and awareness promotion, and support to policy reform.

 

Role of PAP/RAC

PAP/RAC led the ICZM component of the project, supporting awareness-raising, capacity building and policy development, and working closely with national teams and partners to strengthen enabling frameworks for coastal management.
