Medigreen

Medigreen is a transnational cooperation project aimed at advancing the implementation of the European Green Deal (EGD) in the Mediterranean Sea through enhanced Maritime Spatial Planning (MSP). The Project recognises the Mediterranean’s unique ecological, socio-economic, and governance complexity and brings together EU and non-EU partners to support coordinated marine planning and sustainable development across the basin.
By focusing on key maritime sectors such as offshore renewable energy, fisheries, aquaculture, and nature protection, Medigreen explores how MSP can guide and strengthen sectoral and cross-sectoral responses aligned with EGD objectives. The project builds on the outcomes of previous MSP-GREEN activities and prepares the ground for integrating environmental goals into MSP plans and implementation cycles in both EU Member States and neighbouring countries.

Key objectives

  • support Mediterranean countries in integrating EGD priorities into MSP plans and processes;
  • analyse the role of MSP in promoting sustainable sectoral practices and blue economy transitions;
  • identify sector-specific and cross-sectoral pathways toward EGD-aligned maritime governance;
  • engage stakeholders and regional networks to enhance collaboration and knowledge exchange;
  • contribute to basin-wide dialogue on MSP as an enabler for sustainable marine uses and protection.

 

Main results

Medigreen’s work focuses on four main thematic areas relevant to Mediterranean MSP and sustainable development:

  • Offshore Renewable Energy (ORE): assessing how MSP can support environmentally sound deployment of clean energy at sea
  • Fisheries and Aquaculture: exploring planning approaches that balance economic viability with marine ecosystem sustainability
  • Nature Protection: strengthening MSP’s capacity to safeguard biodiversity and ecosystem services
  • Regional MSP Cooperation: fostering cross-border collaboration and shared pathways toward EGD objectives
  • The project activities include national assessments of EGD-MSP integration, multi-level dialogues with stakeholders, workshops and contributions to the Mediterranean MSP Community of Practice (MED-MSP-CoP). Results will support improved planning frameworks and provide insights for next MSP cycles, while promoting a basin-wide transition toward a sustainable blue economy.

 

Role of PAP/RAC

PAP/RAC is a partner in all of the project WPs. It is directly responsible for:

  • Implementation of pilot project activities in Albania, dealing with the assessment and development of proposals for the transformation of the small-scale fisheries sector, in line with EGD, through MSP.
  • Support EGD-related assessment of MSPs in Malta and Croatia.
  • Coordination of preparation of a technical paper on the role of Marine Spatial Planning in supporting the European Green Deal-driven development and transition of fisheries in the Mediterranean
